All IIT's – Instruments of International Traffic such as trailers and containers and trucks must follow very strict procedures. Any credible or detected threat must be escalated
1. IIT Security Requirements
All full and or empty IIT's must be guarded against unauthorized access. All cargo to be unloaded. Should cargo be necessary to be stored in a trailer:
- Door must be closed, locked with a security seal and must face dock
- Security seal to be notated and checked when door is opened.
2. IIT Inspection Requirements
All IIT's must be inspected per the TWI checklist for:
a. Pest Contamination
Inspect for rodents, insects, eggs and other organic materials.
b. Agricultural / Wood Contamination
Inspect for any seeds, leaves, roots, bark, soil and any other materials.
c. Documentation of Contamination
Any pest or agricultural items found, we must record where found, how contamination was eliminated on the checklist.
d. Seven-Point Inspection
A seven-point inspection needs to be conducted for every IIT:
- Front wall
- Left Side
- Right Side
- Floor
- Ceiling/Roof
- Inside/outside door locking mechanisms.
- Outside / undercarriage.
b. Border Crossings
For Any trailers crossing via a land border, please use the 17-point inspection attached.
c. Security Checks
Always check for hidden compartments and any tampering
d. Locking Mechanisms
All locking mechanisms must be tamper resistant.
e. Registration
All IIT's registered must have a date and time in /out.
3. Driver Identification
All import and export shipments, we must have the driver license number and copy of their license. These must be recorded on the TWI Checklist and details relayed to operations.
a. Outbound containers
All seals must be notated on all checklists:
- Picture of the seal placed securely must be taken and in TWI's BK.
- The seal number must be identified in all documents.
- Seal must be placed properly so the IIT cannot be opened.
b. Tampered Seals
Any altered or tampered seal must be retained as evidence.
4. Inventory Control
All shortages, overages and other discrepancies must be investigated and reported.
5. Agricultural Security
Only use ISPM 15 wood products. Everything must have a heat stamp or be processed wood.
6. Physical Security
All TWI Doors, dock doors must be always secured. Any open door must be attended.
7. Escalation Process
Any discrepancies must be reported to Kerrie for ISI or Andrea for International and Rosemarie Libertelli. We may require further escalation to the appropriate law enforcement agency.
Security Seal Procedure
1. Inbound Seals Security
- a. Any Container or IIT, TWI staff must know in advance what the original seal number is that was affixed to the IIT.
- b. The seal number must match the physical seal number when TWI staff receives the IIT and it must be verified.
- c. If the seal is altered, tampered with or has a different number than the original seal number, TWI staff must document this, take photos and notate the discrepancy on TWI documentation. In addition, inbound bill of lading must be signed with exception and mention the seal discrepancy.
- d. All issues with seals are to be escalated immediately to:
- i. Kerrie Dimangano for ISI
- ii. Andrea Lawson for International.
- iii. Rosemarie Libertelli
- e. Any seal discrepancy must be communicated to our partners by the operations rep, container unloading is to have additional supervision and photo documentation, and a full investigation must take place immediately. Escalation to TWI's agent, our trucking partners, and anyone in the chain of transportation must be part of the investigation.
- f. TWI's seal procedure will be audited every six months for any improvements required.
2. Outbound Seal Security
- a. Any Container or IIT that TWI is handling, you must obtain a container seal from Alan Montoya, in charge of seal security.
- b. The seal number must be on all TWI documentation, loading documents, trucker bill of lading, NVOCC bill of lading and in TWI's operating system.
- c. A picture of the seal, seal number and picture of the seal affixed to the IIT is required.
- d. Alan Montoya and managers must periodically verify the seal numbers used on IITs. If on site, TWI's onsite manager must periodically verify the seal numbers used. Verification will include reviewing the seal, confirming it is secured properly, verify that it is on all our documents and that the TWI operations person has this information to relay to our partners overseas.
3. TWI Seal Management
- a. TWI will use only ISO-17712 / C-TPAT Compliant high security seals that are uniquely numbered.
- b. All seals are securely stored by Alan Montoya.
- c. Every seal used must be identified in TWI's Seal Inventory Log.
- d. If seals need to be sent to a show, an inventory of these is required, and once assigned to a TWI shipment, the inventory log must be updated.
- e. TWI will audit the seals used, inventory of stored seals and verify the seal inventory log with the actual shipping documents. This is a documented audit that TWI will perform every 6 months and update our procedure, as necessary.
